Public hearings on the environmental safety of space rocket launches were held in Kostanay region

October 6, 2017 in the village. Torgai, Dzhangeldinsky district, Kostanay region, public hearings were held on the issue of assessing the environmental impact of launches of Soyuz-2 space rockets from the Baikonur cosmodrome when launching spacecraft into polar orbit.

The event was attended by the Minister of Defense and Aerospace Industry of the Republic of Kazakhstan B. Atamkulov, Akim of the Kostanay region A. Mukhambetov, heads of central and local government bodies, subordinate organizations of the Ministry of Administrative Offenses of the Republic of Kazakhstan, representatives of the State Corporation for Space Activities "Roscosmos" (RF) and the media.

Akim of the region A. Mukhambetov delivered a welcoming speech. He emphasized that during public hearings, the opinion of every resident will be taken into account and the regional akimat, together with the Ministry of Administrative Offenses of the Republic of Kazakhstan and Roscosmos, will carry out extensive explanatory work.

Minister of Defense and Aerospace Industry of the Republic of Kazakhstan B. Atamkulov, addressing the participants, noted that over the years of Independence, Kazakhstan has achieved significant successes, including in the field of space exploration and the military-industrial complex, and all these achievements are aimed at improving the well-being and ensuring the security of all Kazakhstanis .

The hearings were opened by the Vice Minister of Defense and Aerospace Industry of the Republic of Kazakhstan M. Nurguzhin, who informed that these hearings are being held to study the environmental impact of launches of Soyuz-2 launch vehicles and the use of the Dzhangeldinsky district of the Kostanay region as a fall area for the side blocks of the first stage .

Representative of the Roscosmos State Corporation V. Mitin said that this fall area is necessary for the implementation of the large international project “OneWeb”. As part of this project, by 2019, using mobile satellite communication technologies, it is planned to provide broadband Internet access to users around the world, including regions.

Zh. Kazniyazov, a representative of the Joint Russian-Kazakh Enterprise Baiterek JSC of the Aerospace Committee of the Ministry of Aviation Administration of the Republic of Kazakhstan, who made a report, said that the Soyuz-2 rocket is very reliable and explained that the rocket and space complex meets all environmental requirements of international organizations.

The General Director of the research center "Garysh-Ecology" of the Aerospace Committee of the Ministry of Administrative Aviation of the Republic of Kazakhstan Zh. Zhubatov emphasized in his report that, according to the results of the examination, the impact of this missile system on the environment is minimal, since it is being developed on the basis of launch vehicles whose engines operate on oxygen and kerosene.

During the meeting, representatives of the public spoke, asking the speakers a number of questions that interested them and receiving comprehensive answers. At the same time, they recommended that in future work, the proposals and comments of all participants in the hearings be taken into account as much as possible.

At the end of the event, a Protocol of public hearings was signed, which, together with the environmental impact assessment, will be submitted for environmental assessment to the authorized central government body - the Ministry of Energy of the Republic of Kazakhstan.
